On December 23, 2025, the Government approved the V General Plan of the Professional Training and Qualification System of Catalonia (2025-2028) , a strategic instrument that consolidates professional training as a key public policy for the economic development, social cohesion and competitiveness of the country. Through this Plan, the Government reaffirms its desire to position the qualification of people as a strategic axis of the country, guarantee lifelong learning, promote quality employment, strengthen business competitiveness and promote territorial cohesion.
The development of the Plan has been the result of ongoing consultation and dialogue with the most representative business and trade union organizations in Catalonia that are part of the Governing Commission of the FPCAT System, as well as with the participation of the Professional Training and Qualification Council.
The V Plan includes ten priority challenges and two cross-cutting challenges for the period 2025-2028, which are part of the priorities that the Government has set for this legislature and are aligned with the Government Plan of the XV Legislature , with the Catalonia Leads Plan :
